Findings: Upon arrival, specialist observed 22-27 children in Room A with one Aide. Specialist had a hard time determining the number as children were moving about in the classroom. Upon request, staff member called all children to the rug for a head count. Specialist counted 22 children. Specialist inquired what happened to the other children and staff responded that some were from the adjacent 3 year old Room B. 22 children still remained in Classroom A. Classroom A has a stated capacity on license as 20. Twenty is also the maximum capacity for this age group. This was corrected at time of inspection as 3 year old children returned to their classroom and some other children were picked up from Classroom A. Center will ensure that on Monday, June 17, 2019, the maximum capacity of each room will remain in compliance thought the day and at all times center is open.

Findings: Specialist did not observed adequate supervision in Room A or B at time of inspection. Room A had 22-27 children and 1 Aide present at time of arrival and Room B had children floating between the two classrooms. Upon inspection of classroom B, teacher was not aware that one of her children in care was still in Room A. Center corrected at time of inspection and will re-orient staff to the regulations and monitor on an ongoing basis to ensure appropriate supervision and compliance. Within 7 working days, center will submit a plan of action for keeping children in their designated classrooms due to the opening between the rooms.

Findings: Upon arrival at 3:21 PM, specialist observed designated teacher in Room A to be outside washing windows. Upon entry to center, specialist observed Room A to have 22-27 children and one Aide. Teacher returned to classroom, 3 year old children who had wandered into this room returned to their room and some children were picked up and center returned to compliance. Center will monitor on an ongoing basis to ensure compliance.

Findings: Specialist observed 22 children in Room A. Maximum group size for this 4 year old classroom ( ages 4 and preschool age 5) is 20. Both the group size and room capacity is 20 as per regulations. MD EXCELS staff observed 22 children in this group as well on Wednesday, June 12, 2019, prior to her call to the Office of Child Care. This was corrected at time of today's inspection as children were being picked up for the day. CENTER MUST ENSURE THAT AS OF MONDAY, JUNE 17, 2019 THERE ARE NO MORE THAT 20 CHILDREN PRESENT AT ANY ONE TIME IN ROOM A.

Findings: Caller, who is an MSDE MD EXCELS employee, called Office of Child Care on 6 12 2019 to state that earlier that day, she observed a 4 year old classroom outside practicing for graduation. Caller stated she observed 22 children and 2 staff members outside in front of building practicing for graduation. Caller stated that one of the two staff members left the group to greet her and walked her into the building, leaving the group out of ratio for a few minutes. Caller also stated that she had other concerns about staff child ratios in other groups, but during that time it was unclear to her what was going on in the transitions she observed. Group size of Preschool age children 3-Preschool age 5 should not exceed 20, with room size and ratios in consideration. There should always be one staff member present with each group of 10 children aged 3-PS age 5 to be in compliance with staff child ratios. Non compliance was also observed in Room A (4 and Preschool Age 5 room) at time of specialist's arrival today at 3:21 PM. Director will review staff child ratios and group size (during class time, transition time, outdoor time and rest time) with all staff to maintain ongoing compliance.

Findings: Upon arrival, specialist observed a staff member painting a wall in Room A of the center with an erect ladder observed in the room and painting tools on the floor. At the time, the classroom children were outside playing and a child in care was in that room at a table with his foster mother, Infants and Toddlers speech therapist and the social work from Baltimore County Department of Social Services. Specialist did observe this child run over to this area of the room and the staff member painting redirected him back to the table area. As per regulations, building maintenance, repair or renovation activity may not occur while a child in care is on the premises if the activity may present a risk to child safety or health. Director stated that the painting was only being done in small sections while children were outside. Specialist informed director that the painting of the rooms should only occur after child care center hours. Staff member discontinued her work and cleaned up area and director stated that the remainder of the work needed will be done after hours in the evenings and on weekends.

Findings: Complainant stated that the rooms are often left out of ratio. At time of inspection, specialist observed all classrooms to be in ratio. Upon arrival, specialist did observed one staff member with one child leaving an outdoor play area and go inside for more than 5 minutes. Specialist walked to the outdoor area and observed one preschool teacher with 19 children outside alone while the other staff member escorted a child to the bathroom leaving the group out of ratio for that time. Upon inquiry, director stated that the center policy is for staff to text floating aide to come and take the child/ren to bathroom or the staff member takes in enough children to remain within ratio. Director stated that she will speak with the staff to remind them of the written center policy and will monitor on an ongoing basis for compliance.
