I have used this provider for less than 6 months

Over the past 2 weeks, my son (12 months old) has been bitten 3 times by the same child. The first 2 times were on the arm, yesterday on the cheek. One of the teachers made me aware that this particular child bites someone atleast once a day. They said it is not their policy to kick any child out of daycare, regardless of how many times they bite others. They told me after the first bite that he got that the other child would be shadowed to ensure it doesn't happen again, and it has happened twice since then. They still will not do anything about it as they are considering this "age appropriate behavior." I spoke with a pediatrician that said this is in no way "age appropriate" and that the daycare not kicking this child out after so many bites is unacceptable. They also said that yesterday's bite was "provoked" because my son was climbing on her and trying to play with the same toy she was playing with. How does a 12 month old acting like any 12 month old considered PROVOKING being bitten on the face? Absolutely ridiculous. This daycare doesn't care about the children in their care or their safety. I am appalled and disgusted. Please do not send your child to this daycare.
